Accessibility Statement

This accessibility statement applies to the website of the Wirtschafts-Service-Portal.NRW of the Ministry of Economic Affairs, Industry, Climate Protection and Energy of the State of North Rhine-Westphalia published under https://service.wirtschaft.nrw/.

As a public body within the meaning of Directive (EU) 2016/2102, we strive to make our websites and mobile applications accessible in accordance with the provisions of the Disability Equality Act (BGG NRW) and the Accessible Information Technology Regulation NRW (BITV NRW) implementing Directive (EU) 2016/2102.

State of compliance with the requirements

The accessibility requirements arise from Paragraph 3(1) to (4) and Paragraph 4 of the Accessible Information Technology Ordinance NRW (BITV NRW), which was adopted on the basis of Paragraph 10e of the Disability Equality Act (BGG NRW).

The verification of compliance with the requirements shall be based on:

  • an assessment carried out by the Competence Centre for Accessible IT (KBIT) at the Landesbetrieb Information und Technik Nordrhein-Westfalen (IT.NRW) in the period from 25.09.2024 to 07.10.2024 on the basis of the inspection scheme of the KBIT. The test steps are based on EN 301 549 and the international standard WCAG.

As a result of the review, the Website is partially or incompatible with the above requirements due to the following incompatibilities.

Partially compliant

  • Test step 9.1.1.1 Non-text content
Not all controls, graphics and objects have alternative texts. There are also some empty alt attributes for layout graphics.

  • Test step 9.1.3.2 Significant order
Labels of radio buttons, among other things, are output twice.

  • Test step 9.1.4.3 Contrast (minimum)
In certain constellations, it happens that colored placeholders, characters, numbers, labels and error messages have too little contrast distance to the white or colored background.

  • Change the text size of test step 9.1.4.4
The cookie banner is not fully visible.

  • Test step 9.1.4.13 Shown content when hovering over or focusing
It may happen that content such as the associated label is covered by displayed elements.

  • Test step 9.2.4.2 Page with title
There are pages that are not labeled enough. It is then not recognizable which website the users are on.

  • Test step 9.2.4.7 Focus visible
Due to problems with focusing as well as the contrast distance to the background, the information may not be clearly perceptible.

  • Test step 9.3.2.2 When entering
Occasionally, the focus may not be set optimally.

  • Test step 9.3.3.2 Labels or instructions
It is possible that the marking of mandatory fields is not explained or information on the required format is not available for input fields.

  • Check step 11.7 User preferences
Logos and search fields may be unrecognizable or unrecognizable.

rather non-compliant

  • Test step 9.1.3.1 Info and relationships
There are some errors in HTML structure elements for headings, lists, and quotes. It is not excluded that content is incorrectly structured and that the labeling of form elements is programmatically insufficiently detectable.

  • Test step 9.1.4.10 Automatic changeover (reflow)
There is a possibility that texts do not break optimally, which can lead to comprehension problems.

  • Test step 9.1.4.11 Non-text contrast
Contrast distances are sometimes too small.

  • Test step 9.2.4.3 Focus order
Failure to set the focus can lead to problems navigating the page.

  • Test step 9.3.3.1 Error identification
In some cases, error messages cannot be read by the screen reader.

non-compliant

  • Test step 9.2.1.1 Keyboard
There are buttons and other controls that cannot be controlled with the keyboard.

  • Test step 9.4.1.2 Name, role, value
Errors can cause problems with the screen reader, control, understanding information, and detecting links and other elements.
