It can save time and money for authorities and organisations if they can rely on already developed electronic services from other authorities and organisations. This applies in particular to the digitalisation of administrative services such as applications. The recourse is to be made possible with the EfA reuse: Digital processes and services should be better automated and implemented in this way.

A multi-tenant Witschafts-Service-Portal.NRW (WSP.NRW) is currently being implemented. This links specific parameters and settings to a client and stores them. The processes and forms can then be integrated into your own portals in various ways: from simple parameterized linking to embedding via web components or direct use of application programming interfaces (API) and interfaces. The login takes place via an interoperable user account (ELSTER company account, if necessary additionally via a state-owned user account). Based on the incoming link, the WSP.NRW identifies the origin / state of the users and derives corresponding environmental parameters (e.g. colours, logos, etc.) as well as country-specific adjustments in the form. The complete connection guide can be found on the information platform of the Online Access Act (OZG).
Technically: The forms are XÖV-standardized (XÖV: XML in Public Administration. Routing should be done via FIT-Connect.
Financially: This question is answered by the programme management of the Online Access Act (OZG) as follows: "In principle, the economic stimulus package cannot finance the implementation of interfaces in the technical procedures of the post-utilisation countries. It is the responsibility of the EfA-giving country to develop an interface standard as part of the project. In principle, countries using post-production processes and their specialist process manufacturers should be involved here at an early stage in order to be able to take all relevant requirements into account. Specialist process manufacturers – especially when there is competition – usually have a vested interest in implementing the interface.
Depending on the specific project environment, there may be constellations in which interface development is a hurdle to reuse or in which there is no competition from specialist procedures at all. In such cases, the EfA-granting country may consider the implementation or licensing of free interfaces with any remaining funds of the implementation project.’ The Wirtschafts-Service-Portal.NRW (WSP.NRW) uses the official XÖV standards, where available, and makes the corresponding data available via standard interfaces (e.g. FIT-Connect).

The use of Jira is currently only intended for North Rhine-Westphalia. This is due, among other things, to the currently used license model. In the EfA context, the follow-up of the post-user countries would currently be limited to the handover of the application to the receiving body. It is still open whether and how a return channel to the users can be designed.
The use of FIT-Connect is planned. It is currently unclear when and with what functionality FIT-Connect will be available.
After submitting the form, a payment provider is contacted, usually ePayBL. If your state also uses ePayBL, this use is possible when reusing forms developed in NRW. In principle, other payment service providers are also conceivable, but these would have to be implemented separately.
