General information about events, markets and trade fairs

In North Rhine-Westphalia, events in public spaces, such as weekly and special markets, but also trade fairs are often subject to permission. Permission shall ensure that:

  • safety regulations are complied with,
  • traffic and regulatory law is observed,
  • noise and environmental protection is ensured.

Without permission, you risk fines and/or the closure of your event.

What is a weekly or special market?

Weekly market: Regular, time-limited event with various suppliers, often for food or natural products. This also includes farmers' markets or city markets.

Special market: Markets with a specific supply of goods taking place at longer intervals. These include, for example, Christmas markets, antique markets and flea markets.

Fair: Larger, usually periodic events with a wide range of goods, often also with rides.

For which other types of events is a permit required?

In addition to events at a fixed location, a permit is also required for parades (e.g. lantern parade, carnival parade or shooting parade). Political events such as meetings and demonstrations are also subject to authorisation.

As soon as an event is to be open to the public or to take place in a public space, the relevant permission to host it should be requested from the competent authority at an early stage.

No, events on private land (e.g. farm or garden festivals) are generally not subject to authorisation, provided that you:

  • do not advertise the event publicly,
  • do not use public areas (e.g. roads or sidewalks),
  • do not harass the residents with noise.

Please note: In the case of large private events, however, fire protection or noise protection requirements apply.

The fees are based on the respective municipal fee regulations. They depend, among other things, on the size, duration and nature of the event.

As a rule, the local public order or trade office of the respective city or municipality in NRW, in which the event is to take place, is responsible.
